Mike Murphy
Hello, My name is Mike Murphy and I have been a loyal and dedicated City employee over 20 years. I was with the Parks and Recreation Department for 20 years and promoted to a Public Works Construction Inspector in 2021. I recently served as TCEA President for 2 terms, a total of 4 years. During that time we went through a very lengthy and arduous negotiation resulting in a substantial win for our members. With the help of our Negotiations Team, Board Members and most importantly the TCEA Members we were able to lock in a three year contract resulting in a 14% raise along with another 4.5% for continuous service pay. I also headed a very successful fundraiser for Butte County during a time where fires were destroying their community.
I took pride in the presidency position and worked diligently to be knowledgeable, involved and accessible in order to gain the best outcome for TCEA members. I hope you will vote to elect me Vice President of TCEA so I can bring that same commitment and enthusiasm to the position in this upcoming term.

My name is Juan and I have been with the City almost 9 years full-time and a little more counting interning and part-time work. I’ve been around in Human Resources, Public Facilities Maintenance, Finance and currently in Public Works. I have experience being previously on the Board and currently as your Vice President. I have been involved through several TCEA Contracts and even sat at the negotiating table on behalf of TCEA. I would like to continue serving our TCEA members as Vice President. Given my broad experience not only at the City but also on the Board, I feel like I would be a great representative for our membership. I will continue to fight for ALL our TCEA members when it comes to compensation and benefits. With the healthier financial state of the City, there is no reason TCEA members shouldn’t get their fair share.

Michael Ibarra
My name is Michael Ibarra. I am approaching 5 years with the City of Turlock. I work in the water, sewer/storm department. I come from a place where we learn to work as a team, and where we strive for nothing but the best. I have experience in leading others, listening to others, as well as understanding opinions that could be useful within the job criteria. I am not afraid of constructive criticism, and am capable of finding solutions and/or alternatives within a specific time frame. I enjoy learning from others as well as asking questions in regards to certain situations that would help within the job field. I do what it takes to better my knowledge, comprehend tasks that come before me and to find alternate solutions if necessary. I speak, read and write Spanish, and I have used it to better communicate with customers when the situations came about. I really enjoy working for the City, understanding the concepts on the way we do things to help better manage for a better tomorrow

I’ve been employed with the City of Turlock for just over 24 years Full time and 2 years apart time. I’ve worked in the PFM Parks department all these years and have experience in all areas of our department. I’ve been a lead worker for most of my tenure.
I am a proud husband and father of 2 boys and 2 girls. I was born in Watsonville Ca and lived all my life in Turlock and the surrounding area. I was raised with a strong work ethic and always putting 100% in all I do. I enjoy all things outdoors, camping, hunting, fishing etc. and spending time with families and friends.
I would love the opportunity to be a part of the TCEA board to learn and understand the process that helps out our fellow employees and if possible to add anything that I can offer and help be a part of the benefits and solution to our board.

My career with the City of Turlock began 24 years ago in the Parks and Streets Maintenance Department. Having worked in both the Parks and Streets Department and the Utilities Department, I have met and worked with the folks who have their boots on the ground and in City Hall working as building maintenance. Working in both the general fund environment and currently in the enterprise fond environment, I recognize challenges faced by each unique group of employees. As TCEA Members, we look to the board for open communication and transparency as we navigate issues surrounding work policies, compensation, benefits and other labor matters.
